BURBANK, Calif. (June 5, 2013) – Applications are being accepted through Friday, June 28, 2013, by the City Clerk’s Office for vacancies on the following Boards, Commissions and Committees. Anyone interested in applying for a vacancy can obtain an application form on the City's Web Site or pick up an application in the City Clerk’s Office at City Hall, 275 East Olive Avenue. Some Boards, Commissions, and Committees have certain restrictions on composition of the group.

The deadline for submitting an application to the City Clerk’s Office is Friday, June 28, 2013, at 5:00 p.m. The appointments by City Council are scheduled to be made at the July 16, 2013, City Council Meeting. All City Board, Commission, and Committee members serve without compensation from the City (BMC Section 2-1-405). Of the current vacancies (with the exception of the Burbank Cultural Arts Commission), all applicants must be electors of and actually reside in the City of Burbank. No person shall serve on more than one Board, Commission or Committee at the same time.

*Per the Burbank Municipal Code, these Boards are required to file annual Statements of Economic Interests (Fair Political Practices Commission Form 700) disclosure forms. All new members will be required to file their Form 700 within 30 days of assuming office.

III. BURBANK GREEN SPOTLIGHT AWARD PRESENTATION:
Mr. Smith introduced the recipients of the Burbank Green Spotlight Award, Erick and Jeena Schoenke, and gave a brief PowerPoint presentation of their sustainable garden located on North Sparks Street. The unique and contemporary landscape consists of drought tolerant native plants and a drip irrigation system. The garden requires minimal maintenance and has reduced the Schoenke’s water bill by 20-25%. The Commission congratulated Erick and Jeena Schoenke, and Mr. de Wolff presented them with the Green Spotlight Award.

III. BURBANK GREEN SPOTLIGHT AWARD PRESENTATION:
Ms. Lewis announced that the March 2013 recipient of the Burbank Green Spotlight Award is HWB Carwash. HWB has been promoting sustainability since 1993 and recycles 90% of their water and uses biodegradable soaps, waxes, and other products to help sustain the environment. Receptacles are strategically placed throughout the carwash in order to sort recyclable material, and HWB donates funds collected from recycling to local Burbank organizations. The manager of HWB Carwash was unable to attend today’s meeting.

VIII. AD HOC GREEN SPOTLIGHT PHASE II SUBCOMMITTEE REPORT:
Mr. Carlson, on behalf of the Subcommittee, asked the Commissioners if they would like the Green Spotlight Award to mature by expanding the criteria for future awards. Mr. Carlson explored costs and man-hours required to produce a website and asked staff if Commission webpage postings could be part of the City’s official website. Ms. Teaford stated that it would be challenging for staff to maintain any additional website postings. Mr. de Wolff suggested creating an open Facebook page that would be moderated by the Commissioners. Mary Riley, Senior City Attorney, expressed concern about an open discussion or interaction by Commissioners on a webpage like Facebook as it may create a Brown Act violation. Ms. Riley stated that the Commission can form a Facebook page with one or two moderators assigned to post items and create a rule to prohibit Commissioners from chatting with one another on the webpage. The Commissioners engaged in discussion and asked questions of staff.

B. Commission Members:

Ms. Ryan thanked the Commissioners for giving her the opportunity to choose the February Green Spotlight Award recipient, Milt and Edie’s Drycleaners.

Ms. Ryan introduced Mr. Shapiro, General Manager of Milt and Edie’s. Milt and Edie’s is ecofriendly and provides environmentally-conscious services that include non-toxic, noncarcinogenic synthetic dry cleaning solutions, biodegradable poly-bag materials, wash and dry maximum loads, permanent bar-coding, and reusable gift cards. Milt and Edie’s replaces regular and fluorescent light bulbs with longer lasting energy-efficient bulbs and has also installed a bicycle rack in their parking lot. The Commissioners congratulated Mr. Shapiro, and Mr. de Wolff presented him with the Green Spotlight Award.

III. BURBANK GREEN SPOTLIGHT AWARD PRESENTATION:
Ms. James announced that the November 2012 recipient of the Burbank Green Spotlight Award is the Vander Borght Group and introduced Jef and Kyle Vander Borght. The Vander Borghts provided a PowerPoint presentation outlining the architecture and construction of the International Alliance of Theatrical Stage Employees’ (IATSE) office building located on Magnolia Boulevard in Burbank. The structure showcases the Vander Borght Group’s sustainability efforts to design and build achievable "green projects” in a cost effective and practical manner. The masonry building is constructed from recycled aggregates and regional materials and ensures longevity through design quality. The structure provides a variety of “green” features including double walls for maximum insulation, a white “cool” roof, skylights, polished concrete flooring, solar panels, natural interior lighting, subterranean irrigation, and drought tolerant plant landscaping. The Commissioners congratulated Jef and Kyle Vander Borght, and Mr. Lewis presented them with the Burbank Green Spotlight Award.

III. BURBANK GREEN SPOTLIGHT AWARD PRESENTATION:
Mr. Jaffe announced that the October 2012 recipient of the Burbank Green Spotlight Award is Yoga Blend. Mr. Jaffe introduced Jason Marsden, co-owner of the Burbank yoga studio, and gave a brief PowerPoint presentation outlining Yoga Blend’s sustainability efforts which include use of biodegradable materials, use of reclaimed wood baseboards and bamboo materials for flooring, use of filtered water, and use of supplies made from recycled materials. Yoga Blend encourages taking care of the planet that sustains us by helping sustain the planet. The Commissioners congratulated Mr. Marsden, and Ms. Springer presented him with the Burbank Green Spotlight Award.

VI. BURBANK GREEN SPOTLIGHT AWARD PRESENTATION:
Mr. Aboulsaad announced that the September 2012 recipient of the Burbank Green Spotlight Award is Entertainment Partners. Mr. Aboulsaad introduced representatives from the employee-owned Burbank business and gave a brief PowerPoint presentation outlining the company’s sustainability efforts which include a paperless workflow, use of biodegradable materials, server consolidation, recycling, and use of office supplies made from recycled materials. Entertainment Partners established a Sustainability Council in 2007 and provides its employees with monthly sustainable to-do ideas through their intranet, employee newsletters, and emails. The Council also encourages employees to compete for the “green” employee of the year award. The Commissioners congratulated the representatives from Entertainment
Partners, and Mr. Lewis presented them with the Burbank Green Spotlight Award.

Mr. Carlson announced that the August 2012 recipients of the Burbank Green Spotlight Award are Burbank residents Kurt Ballash and Ingrid Rushing. Mr. Carlson introduced Mr. Ballash and Ms. Rushing and provided a brief PowerPoint presentation. Mr. Ballash and Ms. Rushing planted California native and drought tolerant plants in their yard, and by using bubblers, significantly reduced their monthly water usage. The Commissioners congratulated Mr. Ballash and Ms. Rushing, and Mr. Lewis presented them with the Burbank Green Spotlight Award.

Mr. Lewis announced that the June 2012 recipient of the Burbank Green Spotlight Award is Burbank resident Blaine McLaughlin. Mr. Lewis introduced Ms. McLaughlin and provided a brief PowerPoint presentation. Ms. McLaughlin planted California native plants and fruit trees in her front yard, and by using bubblers and drip systems, significantly reduced her water usage. The Commissioners congratulated Ms. McLaughlin, and Mr. Lewis presented her with the Burbank Green Spotlight Award.

Mr. Aboulsaad announced that the May 2012 recipient of the Burbank Green Spotlight Award is Burbank resident Suzette Alcantar George. Mr. Aboulsaad introduced Ms. George and provided a brief PowerPoint presentation. Ms. George is an avid recycler and operates a vanpool from the Downtown Burbank Metrolink Station to the UCLA MedicalCenter. The Commissioners congratulated Ms. George, and Mr. Lewis presented her with the Burbank Green Spotlight Award.

Mr. Jimenez crafted their Burbank garden’s landscaping from reused materials and planted California native flora that significantly reduce water usage. Mr. Smith introduced Angelica Jimenez and provided a brief PowerPoint presentation with photos of the garden and landscaping. The Commissioners congratulated Ms. Jimenez, and Mr. Lewis presented her with the Burbank Green Spotlight Award.

III. BURBANK GREEN SPOTLIGHT AWARD PRESENTATION: Ms. Springer announced that the February 2012 recipients of the Burbank Green Spotlight Award are Margie and Louis Dell. The Dells planted California native plants at their Burbank residence that significantly reduce water usage. Ms. Springer introduced Margie and Louis Dell and provided a brief Power Point presentation with photos of the landscaping. A variety of plants provides pleasant aromas and different shades of green throughout the garden. The Commissioners congratulated the Dells, and Mr. Lewis presented them with the Burbank Green Spotlight Award. Mr. Smith will choose the March Green Spotlight recipient.

At their December meeting, the Sustainable Burbank Commission established the Burbank Green Spotlight Award. Each month the Commission will present the award to a resident or business for sustainable efforts.

February Newsletter: On January 23rd, the Commission presented the Burbank Green Spotlight Award to Jodie Venturelli [the 1st Award]. Ms. Venturelli and her family planted an edible organic garden in the front yard of their Burbank residence that dramatically reduces water usage, increases their physical activity, reduces produce costs, and increases community building. Ms. Venturelli said that she was inspired to plant an edible organic garden after listening to a radio show and reading ―Food Not Lawns: How to Turn Your Yard into a Garden and Your Neighborhood into a Community, by Heather Flores.

VII. PROPOSED GREEN GRATITUDE/GREEN THUMBS UP PROGRAM:
Mr. de Wolff made two suggestions for a “green” reward that could be given to recipients as a form of recognition that would encourage residents and businesses to pursue sustainable activities: 1) a reduction in the recipient’s BWP bill or 2) a gift certificate donated by Lowes. Ms. Riley suggested that Commission members take turns choosing a Burbank business or resident as an award recipient each month. The recipient would be invited to the Commission meeting during which their sustainable activity or project would be discussed as part of the meeting’s agenda. Commission members could also take photos of the recipient’s project or activity (Ms. Riley will provide photo release forms). Mr. Lewis suggested having the City Council recognize all twelve award recipients during the final Council meeting of each year. The Commission engaged in discussion and asked questions of staff.

Mr. Lewis moved and Mr. de Wolff seconded, to have the Commission recognize a business or resident with a certificate for sustainable practice once every month. Each month a Commission member will volunteer to select a winner. At the end of each year the Commission will request Council to recognize the past year’s winners. The motion was approved by all present.

Mr. de Wolff volunteered to choose the January 2012 recipient and will provide Ms. Teaford with his/her name one week prior to the January 23, 2012, Commission meeting.

Mr. Lewis moved and Mr. Aboulsaad seconded, to name the monthly award received by a business or resident for sustainable practice the Burbank Green Spotlight Award. The motion was approved seven to one. Mr. de Wolff opposed and Mr. Carlson abstained.
